AUSTIN (KXAN) -- Jodi Ware and Judy Santerre made their way into the Texas Capitol early Monday morning, but it wasn't their first time there. Both women lost pets to what they believe was veterinary malpractice. Both women claim the Texas Board of Veterinary Medical Examiners (TBVME) mishandled their cases. For years, they have sat in on hearings and meetings -- testifying when possible -- about ongoing problems at the state agency in charge of Texas animal doctors. Authorities with the California Highway Patrol are investigating a wild crash on the freeway that sent a car and its 29-year-old driver careening into an incredibly dangerous mid-air spin before it came crashing back down on the road.  The crash, which was captured by the dash-cam of a trailing Tesla, occurred March 23 in the eastbound lanes of the 118 Freeway, near De Soto Avenue in Chatsworth.  Video of the terrifying crash shows traffic moving along the 118 Freeway when a dark-colored Kia approaches a Chevrolet pickup that had just transitioned into the middle lane. Moments later, the truck’s front driver’s side tire pops off right in front of the Kia, sending the vehicle into midair spin before crashing back onto the freeway hood first and rolling back right side up.  The tire can also be seen on video bouncing across the freeway and out of frame before returning and slamming into the back of the Kia as it skids to a stop in the roadway.  "High impact ro...
